NASA cannot charge citizens for papers

NASA Goddard is posting to IOP. Really, NASA cannot set up its own FTP server.

Dear Aaron: I found NASA to be fair when I requested some info back in the 80's about the shuttle for my child's science project. They sent from Florida to Canada (by Spacemail?) wonderful diagrams etc. Very useful information. NOw they want to charge but cannot by law. Is this something to do with "right or access to information of governments". We have this in Canada called access to information. NASA since it is a government agency must comply. It may take awhile but they must give to whoever wants that info and now that we have working computers; via computer web download. There is more to this story which I shall read and get back to you on. I just thought I'd give you my before-thoughts (aprior?) on this idea. Sounds like something I'd like to find out about.
