The Argos system is designed to deploy several argonaut debris de-orbit vehicles.
Argonauts are reusable vehicles that can change the vector of debris without touching the debris.
I am working on the design for these systems. I would like to submit these ideas/designs to further the protection of space based assets. I would like the opportunity to hire scientist and engineers to produce these.

It is not possible for humans to produce enough electrical energy to cause an earthquake.
It is not the voltage that causes the problems it is the amperage. 90,000,000 volts at a low amperage would not harm a person.
Currently HAARP is capable of ELF and adding to the aurora. What HAARP can do is move natural large plasma discharges. During the 4+ minute discharge, HAARP could move the plasma a few miles. This would have moved the intensity outside the city. We just need to figure out how this process works in detail.
So no, HAARP did not cause the earthquake. We were struck by natural solar or galactic lightning.
